National Recovery and Resilience Plan (NRP) Italy

The strategy pursued with the NRP is aimed at addressing all critical aspects in a synergetic manner. A significant effort in terms of reforms and investments is aimed at aligning services to the care needs of patients in every area of the country. A large part of the resources is earmarked for improving infrastructural and technological endowments, promoting research and innovation, and developing the technical, digital and managerial skills of the staff. The mission is divided into two components: Proximity networks, intermediate structures and telemedicine for territorial health care: the interventions of this component are intended to strengthen the services provided on the territory thanks to the strengthening and creation of territorial structures and garrisons (such as Community Homes and Community Hospitals), the strengthening of home care, the development of telemedicine and a more effective integration with all the social-health services; Innovation, research, and digitisation of the national health service: the measures included in this component will allow for the renewal and modernisation of existing technological and digital structures, the completion and dissemination of the Electronic Health Record (Fascicolo Sanitario Elettronico – Fascicolo Sanitario Elettronico), and a better capacity to deliver and monitor the Essential Levels of Care (Livelli Essenziali di Assistenza – LEA) through more effective information systems. Significant resources are also earmarked for scientific research and to foster technology transfer, as well as to strengthen the skills and human capital of the NHS, including through the enhancement of staff training.
